DRU research associates Daniel F. Lorenz and Cordula Dittmer are analyzing the causes and consequences of the 2013 catastrophe in the state of Uttarakhand, India. In this region of the Himalayas characterized by massive religious tourism, more than 15.000 people died as a result of heavy rain, flash floods and landslides while infrastructures and livelihoods haven't fully recovered ever since. The investigation revolves around the questions of which concepts of vulnerability and resilience make themselves visible in this case, how the disaster is interpreted by the population and what emergency management actors have learned from the event. Furthermore, in the context of the DRU project INVOLVE, they will look into the question of what lessons can be learned through a case comparison with the 2013 floods of Elbe-Havel in Germany.
