Governance

Good governance in CuveWaters deals with the consolidation of the IWRM process by supporting legal and institutional structures, particularly with regard to the technologies, which were implemented. The institutions concerned are, for example, the Namibian Ministry of Agriculture, Water and Forestry (MAWF) or the Outapi Town Council (OTC). 

This part of the project involved stakeholder analysis, the review of existing water strategies and national water policies, plans and schemes, as well as key institutions, policy documents or legal instruments. Such analysis provides strong a backup for the incorporation of CuveWaters into current regional and national planning activities. Further, specific governance structures for the respective technologies have been implemented, and future scaling-up will be supported by adapted implementation concepts developed with and provided to the institutions concerned.

Governance is closely linked with capacity development. Training and education measures improve governance structures such as those of water point committees (local level) or basin management committees (regional level). These activities are also key to enabling well-informed ownership of the technologies and their management.
